The Ombudsman found that the exception cited by the Town, the exception for security of the property of the municipality, did not apply. However, the Ombudsman found that the matter was permitted to be discussed in closed session under the exception for advice subject to solicitor-client privilege, the exception for plans and instructions for negotiations, and the exception for personal matters about an identifiable individual.
